Creates a propane commission within the Department of Agriculture and Rural Development composed of the director (non-voting) and five governor-appointed members from the retail propane industry.

Levies an initial assessment of 0.1 cent per gallon on odorized propane sold in Michigan, with a maximum rate not to exceed 0.5 cent per gallon, collected quarterly by wholesale distributors and retail marketers.

Directs the commission to educate consumers on safe propane use, promote high-efficiency appliances through rebate programs, and conduct research and marketing activities funded only by collected assessments (limited to 10% for administrative expenses).

Requires a referendum within 60 days of enactment for retail propane marketers to approve the initial assessment, with passage requiring more than 50% of votes; allows subsequent referendums to terminate the assessment upon petition by 33.3% of marketers.

Imposes late fees of 10% plus 1% monthly for failure to collect or remit assessments; authorizes the director to enforce compliance and recover unpaid assessments with attorney fees.
