Adds definition of "short-term rental" as rental of single-family residence, 1-to-4-family dwelling, or condominium unit for less than 28 days at a time.

Establishes that short-term rentals are residential uses permitted in all residential zones and are not subject to special or conditional use permits different from other dwellings.

Clarifies that short-term rentals are not commercial uses of property.

Permits local governments to regulate short-term rentals consistent with owner-occupied dwellings regarding noise, traffic, occupancy limits, inspections, taxes, and notification of association or condominium restrictions.

Bill is contingent on enactment of Senate Bill No. 1144 of the 100th Legislature.
