Secretary of State must develop and issue 2 legacy registration plates by December 31, 2020: one blue plate replicating designs from 1983-2007 and one black plate replicating designs from 1979-1983.

Legacy registration plate applicants must pay a regular registration fee, a service fee determined by the Secretary of State to cover administrative costs, and an additional $100 fee deposited into the Michigan transportation fund.

Legacy registration plates expire according to standard registration procedures, but renewal tabs do not require payment of the service fee or additional $100 fee.

Secretary of State has discretion to determine the number of legacy plates manufactured and issued, and may cease issuing new legacy plates and replacements while continuing to renew existing ones.

Service fees collected from legacy registration plates are deposited into the transportation administration collection fund through October 1, 2023.
