Changes the department name from "department of environmental quality" to "department of environment, Great Lakes, and energy" and from "department of community health" to "department of health and human services" throughout the Natural Resources and Environmental Protection Act.

Modifies the "all appropriate inquiry" definition to reference 40 CFR part 312 without specifying a particular year, allowing the regulation to be updated as federal standards evolve.

Simplifies no further action report requirements by removing language requiring documentation that remedial actions are "protective of public health, safety, and welfare" and instead requiring only documentation that remedial actions "have been completed."

Revises cleanup criteria development procedures by removing detailed requirements for promulgating all generic cleanup criteria as rules and instead allowing the department to publish cleanup criteria on its website and make algorithms available without full rule-making processes.

Repeals section 20120f entirely and removes subsection (4) from section 20120b regarding invalidation of site-specific criteria by subsequent changes to generic criteria.
