Creates a new crime for making a false crime report based solely on the race or ethnicity of the alleged perpetrator, rather than on actual suspicion that a crime occurred.

First offense is a misdemeanor punishable by a $1,000 fine and 50 hours of community service with an organization advancing equity and justice for marginalized peoples.

Second offense is a felony punishable by up to 2 years imprisonment, a fine of up to $2,500, or both.

Applies to false reports made to peace officers, police agencies, 9-1-1 operators, or other government employees authorized to receive crime reports.

Takes effect 90 days after enactment.
