Provides immunity from liability for health care providers and facilities that provide services in support of Michigan's COVID-19 pandemic response, except in cases of willful misconduct, gross negligence, intentional criminal misconduct, or intentional infliction of harm.

Applies retroactively during two specific time periods: March 28, 2020 through July 14, 2020, and October 29, 2020 through February 14, 2021.

Defines covered entities including licensed health care professionals, emergency medical services personnel, students and volunteers at health care facilities, and various types of health care facilities including hospitals, psychiatric facilities, surgical centers, and care and recovery centers designated by the Department of Health and Human Services.

Excludes claims covered by the worker's disability compensation act of 1969 from the liability protection.

Repeals the previous pandemic health care immunity act (2020 PA 240).
