Prohibits the Secretary of State from assessing a late renewal fee for official state personal identification cards that expire on or after March 1, 2020 and are renewed before December 31, 2020.

Extends the validity period of identification cards expiring on or after March 1, 2020, deeming them valid until September 30, 2020.

Allows applicants to renew expiring identification cards before September 30, 2020 and have them processed as renewals of existing cards rather than new applications.

Maintains existing identification card requirements including security features, optional health information (blood type, immunization data, medication data), anatomical gift donor registry participation, and veteran designation options.

Establishes fee waivers for seniors (65+), individuals with disabilities, those receiving certain government benefits, veterans, homeless individuals, and those making specific designation changes.
