Prohibits employers with religious objections to female birth control from offering or contributing to health insurance coverage for male birth control or erectile dysfunction treatments.

Applies to employers offering health insurance to employees who refuse to cover female birth control due to religious beliefs.

Requires violating employers to pay affected employees an amount equal to the cost of equivalent coverage the employee would have received.

Excludes the state, state agencies, and political subdivisions from the definition of "employer."

Defines "employee" as an individual receiving compensation for services under an express or implied contract of hire.
