• Delegates procurement authority to state agencies for all purchases under $5,000 beginning October 1, 2020, upon request.

• Renumbers existing subsections (5) through (14) to subsections (6) through (15) to accommodate the new procurement delegation and pricing provisions.

• Maintains existing preferences for Michigan-based firms, biobased products, disabled veterans (up to 10% contract preference), and prohibitions on boycotts of strategic partners.

• Preserves exemptions from public disclosure for bids, proposals, and proprietary information submitted during state procurement processes.
