Authorizes Michigan cities to enter into public-private agreements for research, planning, design, construction, operation, and maintenance of public bridge facilities, including bascule bridges and associated infrastructure.

Requires public-private agreements to include ownership vesting with the city, termination terms, reversion clauses for operations, restrictions on sale or transfer of concessionaire interest, and protection of the public interest.

Permits agreements to allow initial operating terms up to 75 years, user fee collection with different rates for user classifications, and alternative dispute resolution mechanisms.

Establishes that property developed under the agreement is exempt from state and local property taxes; allows user fees only for facilities constructed or renovated after the law's effective date (March 24, 2021).

Requires cities to hold public hearings before entering into or modifying agreements that include user fee provisions, with reasonable accommodations for electronic participation and public comment.
