• Changes statutory language from "shall" to "must" in several sections and removes reference to "the law enforcement officers safety act" in favor of citing 18 USC 926c for retired federal law enforcement officer identification requirements.

• Removes switchblade sale/possession prohibition (section 226a) from the list of misdemeanor violations that disqualify concealed pistol license applicants.

• Clarifies that governors' emergency orders cannot prevent county clerks from issuing concealed pistol licenses or providing fingerprinting services during declared emergencies or disasters.
