Establishes tiered reimbursement limits for medical treatment and rehabilitative occupational training under no-fault auto insurance, with percentages of Medicare rates declining from 200-250% in 2021-2022 to 190-220% by July 1, 2023, depending on provider type.

Creates enhanced reimbursement rates (230-250% of Medicare) for providers with 20-30% indigent volume or designated freestanding rehabilitation facilities meeting specified criteria.

Introduces a "Michigan auto no-fault rehabilitation clinic fee schedule" to determine maximum reimbursement for rehabilitation clinics when Medicare does not provide comparable amounts, with accreditation requirements by the Commission on Accreditation of Rehabilitation Facilities or director-recognized organizations.

Allows use of charge description master amounts from January 1, 2019 as alternative reimbursement basis when Medicare rates unavailable, with annual adjustments based on the Consumer Price Index medical care component.

Applies all reimbursement limits to treatment rendered after July 1, 2021, excluding emergency medical services provided by ambulance operations from these payment restrictions.
