• Enacts the "Inclusionary Zoning Act" allowing local units of government to require development of affordable dwelling units through zoning regulations.

• Defines "affordable dwelling units" as single-family or multi-family dwellings priced for sale or rent to persons earning up to the area median family income, adjusted for family size.

• Permits local governments to enter agreements with developers to restrict rent or sale prices for affordable units, including enforcement methods and penalties for noncompliance.

• Exempts nursing homes, assisted living facilities, and college residence halls from inclusionary zoning requirements.

• Requires affordable dwelling units to remain affordable for a minimum of 15 years and maximum of 90 years after development.
