Amends Michigan's governmental liability law to allow governmental agencies to pay for legal representation and services for officers, employees, or volunteers in civil actions for negligence committed within the scope of employment.

Permits governmental agencies to compromise, settle, and pay claims or judgments resulting from civil actions for personal injuries or property damage caused by agency personnel acting within their authority.

Allows governmental agencies to pay for legal representation and reimbursement of legal expenses for officers or employees facing criminal actions, provided they had a reasonable basis for believing they were acting within their authority.

Extends legal representation coverage to investigations and proceedings (civil or criminal) involving agency personnel as a result of conduct in the course of employment or actions taken on behalf of the agency.

Takes effect immediately with retroactive application as of December 30, 2020.
