Amends the Small Wireless Communications Facilities Deployment Act (2018 PA 365) to modify definitions of key terms in sections 3 and 5.

Revises the definition of "Authority" to exclude municipally owned electric utilities, investor-owned utilities regulated by the Michigan Public Service Commission, and state courts from regulatory oversight.

Adds new definitions including "County road commission," "FCC," "Fee," "Historic district," and "Independent transmission company" to clarify scope and application of wireless facility regulations.

Clarifies that "Colocate" means installing, mounting, or maintaining wireless facilities on utility poles or support structures but excludes make-ready work and installation of new poles.

Takes effect immediately upon approval by the Governor on December 30, 2020.
