Honors the memory of Raymond M. Murphy, who served in the Michigan House of Representatives from 1983 to 1998 and the Michigan Senate from 1999 to 2002.

Recognizes Murphy's early political career including his role as a 1961-1962 Constitutional Convention delegate and aide to Congressman Charles Diggs, as well as his service as a Detroit court officer.

Acknowledges Murphy's legislative leadership positions including chair of the Labor and Occupational Safety Committee, Speaker Pro Tempore in the House, Minority Whip (1999-2000), and Assistant Minority Floor Leader (2001-2002).

Notes Murphy's dedication to special projects including high-speed rail transportation study and his membership in the NCSL National Black Caucus of State Legislators and Michigan Legislative Black Caucus.

Directs that copies of the resolution be transmitted to the Murphy family, which includes his wife Lynette and eight children.
