Creates a Joint Committee on Inter-Session Rules and Regulations pursuant to Article IV, Section 37 of the Michigan Constitution of 1963.

Empowers the joint committee to suspend any rule or regulation promulgated by an administrative agency between legislative sessions, with suspension continuing no longer than the end of the next regular legislative session.

Committee composition: 3 Senate members (2 Republican, 1 Democratic) appointed by the Senate Majority Leader and 3 House members (2 Republican, 1 Democratic) appointed by the Speaker of the House.

Senate Majority Leader designates the committee chairperson and Speaker of the House designates the vice chairperson.
