Memorialize Congress to provide assistance to Michigan, schools, and local governments to address revenue shortfalls caused by the COVID-19 pandemic.

Project Michigan General Fund revenue reduction of $2 billion and School Aid Fund revenue decline of $1.2 billion for Fiscal Year 2020, with additional significant budget holes expected in Fiscal Year 2021.

Note that while Congress enacted the Coronavirus Aid, Relief, and Economic Security (CARES) Act providing approximately $3.8 billion to Michigan, the funds are restricted to pandemic-related expenses and direct aid reaches fewer than 500,000-population local governments, leaving most of Michigan's nearly 2,000 local units ineligible.

Request increased flexibility for using CARES Act funding to allow states and local governments to apply resources toward non-pandemic-related costs to address revenue shortfalls and benefit excluded local governments.
