Encourages the Michigan Public Service Commission to undertake a study on alternative electric rate design options to account for changing customer grid usage due to adoption of new energy technologies.

Study should evaluate rate design options including customer charges, fixed charges, demand charges, time-of-use rates, standby charges, and system access charges.

Addresses cost shifts and cross-subsidy concerns resulting from widespread adoption of customer-owned generation, energy storage, electric vehicles, and energy management capabilities.

Electric utilities and other stakeholders are encouraged to participate in the study.

Study results are requested by October 31, 2021.
