Amends Section 2(B)(1) of the December 3, 1998 tribal-state gaming compact to expand eligible Indian lands from Manistee and Mason Counties to include Muskegon County.

Increases the number of tribal Class III gaming facilities the Little River Band of Ottawa Indians may operate from one (1) to two (2) on eligible Indian lands.

Urges the Governor to concur in a 2-Part Determination allowing the Tribe to develop a gaming facility on 60 acres at the former Great Lakes Downs racetrack in Fruitport Township, Muskegon County (the "Muskegon Project").

Requests the Governor to approve the Muskegon Project subject to reasonable conditions including increased revenue sharing payments to the state reflecting the greater value of exclusivity provided to the Tribe.

Requires approval by the Michigan House of Representatives before the amendment becomes effective.
