Adds Section 528b to Michigan Penal Code establishing a new crime for assaulting a first responder during a riot or civil disturbance.

Assault during riot carries felony penalty of up to 5 years imprisonment or $5,000 fine, including causing bodily injury or offensive physical contact such as spitting or transferring bodily fluids or pathogens.

Enhanced felony penalty of up to 20 years imprisonment or $20,000 fine if assault results in serious bodily injury, death, use of deadly weapon, or strangulation of first responder.

Defines "first responder" as firefighter, law enforcement officer, emergency medical technician, or paramedic.

Takes effect 90 days after enactment.
