Establishes an electronic inpatient psychiatric bed registry administered by the Department of Health and Human Services as a web-based resource to identify available psychiatric beds categorized by patient gender, acuity, age, and diagnosis.

Requires psychiatric facilities and other providers designated by the department to report real-time or near-real-time data on available inpatient psychiatric beds to the department.

Makes the registry accessible to prepaid inpatient health plans, licensed health plans, community mental health services programs, acute care hospitals, psychiatric facilities, employees, and caregivers.

Creates a department committee including representatives from psychiatric facilities, end users, consumers, families, advocates, and law enforcement to provide guidance on creating, operating, and maintaining the registry.

Requires the Department of Health and Human Services to provide all registry information to the Michigan crisis and access line and submit quarterly implementation reports to the chairs of relevant house and senate committees.
