Establishes the Michigan Crisis and Access Line, a 24/7 mental health telephone access service operated by contracted vendors subject to appropriation.

Requires contractors to provide referrals and connections to mental health professionals and substance use disorder services using phone, text, email, and internet chat.

Mandates contractors access near real-time registries of available inpatient psychiatric beds, crisis residential beds, and substance use disorder beds, with disclosure that bed availability data may not be accurate.

Directs the Department of Licensing and Regulatory Affairs to provide behavioral health provider licensure data to support identification of available mental health professionals and treatment providers.

Provides immunity from civil and criminal liability to health facilities, professionals, and contractors for inaccurate registry data shared under this section.
