• Enacts the Nurse Licensure Compact, allowing registered nurses (RNs) and licensed practical/vocational nurses (LPNs/VNs) with multistate licenses from their home state to practice in all compact member states under a multistate licensure privilege.

• Establishes the Interstate Commission of Nurse Licensure Compact Administrators to oversee compact implementation, with authority to promulgate rules, enforce provisions, and coordinate licensure information among party states.

• Requires party states to participate in a coordinated licensure information system to share data on nurse licensure, disciplinary history, adverse actions, and investigative information to facilitate enforcement coordination.

• Modifies confidentiality protections for nurse recovery program participants and investigation records to permit disclosure when required for nurse licensure compact purposes or disciplinary proceedings.

• Takes effect 90 days after enactment and allows existing multistate license holders under the prior compact to retain and renew their licenses under the new compact framework.
