• Allows local health officers to issue emergency orders closing schools or prohibiting qualified sporting events only when all four conditions are met: confirmed coronavirus cases exceed 55 per 1,000,000 in a 14-day period, positive test percentage exceeds 10% in 14 days, health facilities maintain surge capacity below 20%, and hospitalizations increase 25% or more in 14 days.

• Defines "qualified sporting events" as interscholastic, collegiate, or locally recognized athletic events, including practices to prepare for such events.

• Excludes individuals housed in correctional facilities, county jails, and congregate care settings from case and hospitalization calculations used to determine if closure conditions are met.

• Requires multi-county health departments to perform the required calculations separately for each county.
