Modifies the Police Officer's and Fire Fighter's Survivor Tuition Grant Act to change language from "shall" to "must" regarding residency determination and financial need certification requirements.

Removes requirement that financial aid officers certify a student "needs" the grant to meet tuition expenses, instead requiring certification only that the student's total eligible tuition expenses are covered.

Eliminates provision excluding death benefit income from family income calculations when determining financial need if family income is below 400% of federal poverty level.

Changes the grant amount calculation to equal the student's eligible tuition in an academic year, removing language specifying tuition "not covered or paid by any scholarship, trust fund, statutory benefit, or any other source of tuition coverage."

Effective January 1, 2022.
