Adds new definitions to child abuse statute: "developmental disability," "mental illness," "physical disability," "physician or other licensed medical professional," and "vulnerable child" (defined as a child under 18 with developmental disability, mental illness, physical disability, or who is nonverbal)

Increases penalties for child abuse in the second, third, and fourth degrees when the victim is a vulnerable child and the offense occurs while the offender is performing duties in a regulated facility/home or acting within a licensed health profession

Second degree child abuse against a vulnerable child in specified settings: maximum 15 years imprisonment for first offense (instead of 10 years)

Third degree child abuse against a vulnerable child in specified settings: maximum 3 years imprisonment for first offense (instead of 2 years)

Fourth degree child abuse against a vulnerable child in specified settings: maximum 2 years imprisonment as a felony for first offense (instead of misdemeanor with 1 year maximum)
