Requires the Michigan Department of Civil Rights to adopt and post a standardized accessible symbol design on its website that depicts a dynamic wheelchair user leaning forward with a sense of movement.

New symbol design must provide contrasting backgrounds (light symbol on blue or blue symbol on light background), be substantially equivalent to the international symbol of access, and be simple without secondary meaning.

Beginning one year after the effective date, all new or replacement international symbol of access signs required by state or local law must use the new standardized design; encourages voluntary use for non-required placements.

Directs the Department of Civil Rights to encourage removal of the word "handicapped" from state and local government signs and communications, though such encouragement cannot include civil, criminal, administrative, or regulatory action.

Allows government-issued items currently containing the international symbol of access to remain in use until replacement is needed.
