Amends MCL 324.21106 to allow unattended self-service motor fuel dispensing facilities to operate without locked dispensers, security fencing, or other access restrictions, except payment-related means.

Requires owners/operators to notify the local fire department at least 30 days before operations (or employ third-party monitoring if no local fire department exists) and obtain Department of Licensing and Regulatory Affairs approval within 60 days.

Mandates safety equipment including emergency shut-offs (20-100 feet from dispensers), fire extinguishers (4-B:C rating or higher within 100 feet), surveillance cameras, emergency procedures signage, adequate lighting, and accessible emergency contact information.

Limits fuel transactions to $125.00 per pump session, requires payment by card (no coins/currency), and mandates daily site visits by owner/operator with regular equipment maintenance and inspection.

Exempts membership-based fuel co-ops and above-ground storage tank systems from these requirements if they comply with fire prevention code standards, and allows local units of government to prohibit unattended self-service facilities through ordinance.
