Amends MCL 17.3 to restrict the state administrative board's power to transfer appropriations between departments, allowing inter-transfers only within a single department's budget.

Requires the state budget director to notify the senate and house appropriations committees before making certain inter-transfers, with automatic approval if both committees do not act within 6 session days or 30 calendar days, whichever is earlier.

Prohibits the state administrative board from transferring or inter-transferring funds appropriated to the strategic outreach and attraction reserve fund, the critical industry program, or the Michigan strategic site readiness program.

Takes effect immediately upon enactment, but only if Senate Bill 769, Senate Bill 771, and House Bill 5603 are also enacted into law.
