Department of Health and Human Services shall stockpile medical supplies necessary to respond to disasters or emergencies, subject to annual appropriation.

Stockpiled supplies must be rotated to prevent expiration, with expired supplies sold or donated to nonprofits, public safety agencies, long-term care facilities, health laboratories, or educational programs.

Medical supply stockpile shall be sufficient to respond to disasters or emergencies for not more than 2 months.

Department must publicly display a complete inventory list of medical supplies including quantities and expiration dates on an accessible website at no cost.

Purchasing preference given first to Michigan veteran-owned businesses, then Michigan businesses generally, if goods or services are competitively priced and of comparable quality to foreign alternatives.
