Maintains existing prohibition on sales of alcoholic liquor between 2 a.m. and 7 a.m., with exceptions allowed by local government units and commission rules.

Requires licensees selling alcoholic liquor between 7 a.m. and 12 noon on Sunday to obtain a permit and pay an annual fee of $160.00 to the commission.

Allows cities, villages, or townships to approve by majority vote a resolution permitting on-premises sale of alcoholic liquor between 2 a.m. and 4 a.m.

Creates a new late night permit issued by the commission for on-premises consumption sales between 2 a.m. and 4 a.m., available only to licensees in jurisdictions that have approved the extended hours resolution.

Sets the initial and annual renewal fee for late night permits at $250.00, with permits expiring on the same date as the underlying license or permit.
