Adds definition of "electrical energy supply agency" to include electric utilities, independent transmission companies, municipal electric utility systems, and electric cooperative utilities and their subsidiaries, affiliates, contractors, or subcontractors.

Reorganizes definitions in Section 701 by moving the "electric sign" definition and adding the new "electrical energy supply agency" definition while renumbering subsequent definitions accordingly.

Exempts electrical work performed by unlicensed apprentice electricians when working under the direct supervision of a licensed journeyman or master electrician.

Exempts alteration or repair of renewable energy source equipment not owned and operated by an electrical energy supply agency from licensing requirements.

Extends electrical contractor licensing exemptions to work performed by electrical energy supply agencies on their equipment and systems, replacing the previous reference to "electric light and power utility."
