Increases the precinct size threshold from 2,999 to 4,000 active registered electors for mandatory precinct division or consolidation under MCL 168.658.

Allows county, city, ward, or township election commissions to consolidate precincts for non-general November elections, primary elections before general elections, and other elections (except statewide/federal elections), provided consolidated precincts do not exceed 5,000 active registered electors and consolidation is made at least 60 days before the election.

Requires election officials to notify affected electors of precinct consolidation and post notice at polling places, unless the consolidation occurs for a primary election before a general November election and the polling place location does not change.

Creates a new permanent absent voter application list system requiring county, city, and township clerks to maintain lists and automatically send absent voter ballot applications to registered electors on the list for each election cycle.

Takes effect April 1, 2021 for amended sections 658, 659, and 661.
