HB 4135 Summary

• Requires cities and townships with only 1 election precinct to establish an absent voter counting board if they decide to use one.

• Requires cities and townships with only 2 election precincts to establish absent voter counting boards for both precincts, except those with fewer than 6,000 registered electors are exempt.

• Requires cities and townships with 3 or more election precincts to establish an absent voter counting board for each precinct, or satisfy the requirement through an agreement under section 764d.

• Prohibits the processing and tallying of absent voter ballots from commencing before 7 a.m. on election day.

• Requires county, city, and township clerks to format accumulation reports to clearly separate election day precinct returns, corresponding absent voter counting board returns, and combined totals.
