Changes language in motorboat operation requirements for children under 12 from "no more than" to "not more than" 35 horsepower when operating under supervision.

Removes requirement that boating safety certificate compliance be "subject to subsection (4)" for persons born after July 1, 1996 operating motorboats with more than 6 horsepower.

Adds civil infraction penalty of up to $150 for failing to present a boating safety certificate upon demand by a peace officer.

Provides liability protection for the state and peace officers for damage to or loss of electronic devices when viewing electronic copies of boating safety certificates.
