Modifies moped registration requirements under Michigan vehicle code by clarifying that retailers must obtain certificates of registration in the purchaser's name when selling mopeds to general purchasers, while purchasers obtain certificates in other circumstances.

Maintains the $15.00 registration fee for mopeds and establishes that mopeds are not required to be insured under the insurance code's chapter 31 requirements for motor vehicles.

Establishes moped registration validity period of 3 years beginning May 1 and expiring April 30 of the third registration year.

Allows retailers and manufacturers to obtain temporary registration certificates for testing and demonstrating mopeds at costs of $10.00 for the first 2 certificates and $5.00 each for additional certificates.

Creates civil infraction penalty for violations of moped registration requirements and takes effect October 1, 2021, contingent upon enactment of HB 4153.
