Establishes state civil infractions with maximum $150 fines for certain hunting and fishing violations including improper ground blind/tree stand attachment, supplemental deer feeding, fishing shanty violations, and first-time violations of boating sound level regulations.

Modifies penalties for motorboat sound level violations to classify first offenses as civil infractions with up to $150 fine, with second or subsequent offenses as misdemeanors punishable by up to 90 days imprisonment and $100-$500 fine.

Creates civil infraction penalties for first-time violations of sections 82113 and 82114(1) with maximum $150 fines, with subsequent violations prosecuted as misdemeanors.

Amends fishing shanty violation provisions to add a civil infraction option for violations of section 46502.

Takes effect 90 days after enactment (effective date June 8, 2022) with immediate effect declaration.
