Amends the Michigan Campaign Finance Act to remove the requirement that persons paying for campaign advertisements include their address on printed materials, with an exception for matter sent through the United States mail.

Persons who register with the Secretary of State are not required to include their address on advertisements, materials, objects, or other matter except for items sent by mail.

Establishes a comprehensive list of 59 small campaign items (buttons, bumper stickers up to 4 by 15 inches, campaign stickers up to 3 by 1-1/2 inches, pens, pencils, etc.) that are exempt from identification and disclaimer requirements.

Delegates to the Secretary of State authority to determine size and placement requirements for identifications and disclaimers on campaign materials through rules.

Updates statutory language by replacing "shall" with "must" throughout and clarifies that prerecorded telephone messages must include the payer's name and may include telephone number, address, or other contact information.
