Adds hydraulic fracturing to the information the supervisor of wells must make available weekly to the public regarding oil and gas well permit applications, specifically whether the well will be used for hydraulic fracturing.

Requires the department to hold a public hearing in the jurisdiction where a hydraulic fracturing operation is proposed if requested by the city, village, township, or any potentially affected person, including those whose water supply may be impacted.

Allows interested parties at the public hearing to provide written comments and recommendations that the supervisor must consider when reviewing hydraulic fracturing permit applications.

Expands the information that must be provided to counties and municipalities regarding proposed oil and gas wells to all jurisdictions, removing the previous 70,000 population threshold limit.

Defines "hydraulic fracturing" as injecting foam or fluid under pressure into a well to create fractures in a formation and enhance hydrocarbon production.

Takes effect 90 days after enactment.
