Allows tenants to request that landlords apply security deposits toward rent payments when a qualified epidemic order or emergency declaration is in effect.

Landlord may agree to the tenant's request to use the security deposit for rent payments, but agreement is not mandatory.

Defines "qualified order or declaration" as emergency orders under MCL 333.2253 or state emergencies declared under 1976 PA 390 (MCL 30.401-30.421) or 1945 PA 302 (MCL 10.31-10.33) in response to a qualified epidemic.

Maintains existing security deposit protections, limiting use to actual damages, unpaid rent, and utility bills, with the new rent payment option available only during declared emergencies or epidemics.

Defines "communicable disease" and "qualified epidemic" by reference to the Public Health Code, MCL 333.5101.
