Expands district court magistrate authority to hear and conduct civil infraction actions under the Michigan Regulation and Taxation of Marihuana Act and civil fine actions under the Michigan Medical Marihuana Act, in addition to existing vehicle code infractions.

Authorizes magistrates to conduct admissions, admissions with explanation, motions to set aside defaults or withdraw admissions, and informal hearings in marihuana-related civil actions.

Permits magistrates to administer oaths, examine witnesses, make findings of fact and conclusions of law, and impose civil sanctions authorized under marihuana statutes when defendants are found responsible.

Maintains existing requirement that magistrates must complete special training in traffic law adjudication before conducting informal hearings in traffic or parking violation cases.

Continues requirement that magistrates may only exercise this authority to the extent expressly authorized by the chief judge, presiding judge, or sole judge of the district court.
