Mandates barber college and barbershop owners maintain detailed records for each apprentice for at least 3 years, including daily attendance, services performed, contracts, and progress evaluations.

Prohibits barbershop owners from charging apprentices fees for barber service training on premises; limits training to maximum 2 apprentices at the same time after successfully training 1 apprentice.

Requires barbershop owners conducting apprenticeship programs to provide curriculum and instruction substantially similar to that required at barber colleges.

Allows apprenticeship programs to continue at a new location if the barbershop relocates and obtains a new license, with apprentices able to continue their training.
