Replaces vehicle registration plate confiscation and temporary plate issuance procedures with a vehicle immobilization system under section 904c for violations requiring immobilization.

Eliminates requirements for peace officers to confiscate registration plates, destroy them, and issue temporary registration plates; instead requires notification to the Secretary of State that the vehicle is immobilized.

Removes the validity period for temporary registration plates that previously lasted until criminal charges were dismissed, adjudicated, or acquitted.

Requires the Secretary of State's vehicle registration records to disclose which vehicles are immobilized under the act, rather than which vehicles have temporary registration plates.

Makes minor grammatical corrections, changing "upon" to "on" and "shall" to "must" throughout the affected sections.
