Changes language in section 625n(7)(h) from "shall" to "must" for distributing remaining forfeiture proceeds to units of government involved in the seizure.

Requires forfeiture funds be distributed to the treasurer of units of government substantially involved in effecting the forfeiture, rather than directly to the units themselves.

Specifies that 75% of forfeiture money must be used to enhance criminal law enforcement as appropriated by the entity with budgetary authority, with not more than 30% directed to the prosecuting attorney for the county if applicable.

Requires 25% of forfeiture funds to be used to implement the William Van Regenmorter crime victim's rights act.

Requires units of government to report annually to the department of technology, management, and budget on how forfeiture money was used for law enforcement enhancement and victim's rights implementation.
