Adds separate criminal penalties for heroin, fentanyl, carfentanil, and their derivatives/mixtures under new subsections (g) and (h), with sentences ranging from 10-20 years for amounts under 50 grams to life imprisonment for 1,000+ grams.

Reduces maximum prison sentences for schedule 1 and 2 narcotic drugs (excluding those in subsections g and h) from life to 30 years for 1,000+ grams, 20 years for 450-1,000 grams, and 10 years for under 50 grams.

Creates heightened penalties for opiates other than heroin and fentanyl that are schedule 1 or 2 controlled substances, with sentences of 10-30 years depending on amount, mirroring heroin/fentanyl tier structure.

Allows courts to impose consecutive sentences for heroin, fentanyl, and other schedule 1-2 narcotic convictions when combined with other felonies.

Takes effect 90 days after enactment only if Senate Bill ____ or House Bill 4244 is also enacted into law.
