Prohibits the sale of vapor products containing vitamin E acetate or any other ingredient that the United States Food and Drug Administration has prohibited for inhalation at the concentration present in the liquid nicotine.

Defines "vapor product" as a noncombustible product using a heating element, electronic circuit, or similar means to produce vapor from liquid nicotine, including electronic cigarettes, cigars, cigarillos, pipes, and related devices or cartridges.

Establishes that violation of the prohibition is a misdemeanor punishable by a fine of not more than $10,000.

Does not apply to products regulated as drugs or devices by the U.S. Food and Drug Administration.

Takes effect only if Senate Bill No. ____ or House Bill No. 4878 of the 101st Legislature is enacted into law.
