Prohibits removal or exclusion of tenants and mobile home residents from residential premises during the state of emergency declared under Executive Order No. 2020-4 and any extensions until June 1, 2021, unless they pose a substantial risk to another person or imminent and severe risk to property.

Bans entry into residential premises to remove or exclude tenants, mobile home owners, or their personal property, including execution of writs of restitution or eviction orders, during the emergency period unless tenant poses substantial or imminent risk.

Prohibits service of process requiring forfeiture of leased residential premises or mobile home spaces during the emergency period.

Allows courts to adjourn proceedings, suspend or toll limitation periods, deadlines, and redemption periods during the emergency.

Violations constitute a misdemeanor punishable by up to 90 days imprisonment or a $500 fine; rent payment obligations remain in effect but demands for payment cannot threaten eviction or be personally delivered during the emergency period.
