Requires portable fuel containers manufactured entirely in Michigan (using only generic or insignificant parts) that do not comply with federal emissions standards to be labeled "Made in Michigan. For use only in Michigan."

Defines portable fuel containers according to 40 CFR 59.680 and specifies that basic materials like unmachined steel and plastic are not subject to federal interstate commerce authority.

Declares that Michigan-manufactured portable fuel containers using only in-state materials and remaining within the state have not entered or substantially affected interstate commerce.

Prohibits labeling a portable fuel container as made in Michigan unless it meets the manufacturing requirements of being produced entirely from non-imported parts (other than generic or insignificant parts).

Takes effect 90 days after enactment into law.
