Amends eligibility requirements for medical marihuana licenses by exempting certain marihuana-related felony convictions from disqualification, specifically allowing applicants convicted of manufacture, processing, or distribution of marihuana within the past 10 years unless the distribution involved a minor.

Exempts applicants from disqualification for misdemeanor marihuana possession or use convictions, while maintaining restrictions for other controlled substance, theft, dishonesty, and fraud misdemeanors within the past 5 years.

Adds exemption allowing spouses of license applicants to work for state and local government regulatory bodies, provided their position does not create a conflict of interest and they do not work for the marijuana regulatory agency or bodies making medical marihuana decisions.

Clarifies that elected officers and employees of federally recognized Indian tribes and elected precinct delegates are exempt from restrictions on holding elective office or regulatory body membership.

Takes effect immediately upon governor approval on November 4, 2021.
